Timing for the application of a working grant

There are four evaluations per year, one per quarter. The budget that is available for grants during the year is divided into four envelopes, one per quarter. Every quarter, the envelopes are distributed across the selected applications. If the envelope is not completely spent in one quarter, it is transferred to the next quarter. It is therefore a "rolling fund".
