BRUSSELS / LILONGWE – In September 2025, the Flemish Government abruptly pulled the plug on its bilateral development cooperation with Malawi. For twenty years, Flanders had been investing in agriculture and food security there, but the cooperation fell victim to a round of budget cuts.

Journalist Loes Debuysere and photographer Dimitri Durlet travelled through Malawi to document the consequences of that decision. Their report shows how local authorities, NGOs and farmers are struggling with abruptly halted projects and unpaid bills.

At the same time, Malawi finds itself at a turning point: how can a country that has been dependent on foreign aid for years build a more self-reliant future? Whilst some Malawians fear that the withdrawal of foreign donors will undermine the country’s development, others see it as a wake-up call to reduce dependence on aid and focus more on trade and entrepreneurship.

Caught between despair and entrepreneurship, Malawi is seeking a new direction.
