BRUSSELS - The European Parliament (The Committee on Budgetary Control) has assigned the Belgian Pascal Decroos Fund to conduct an investigation on ‘Deterrence of fraud with EU-Funds through investigative journalism in EU-27’. The team of Pascal Decroos Fund was granted the study through an open tender held in November 2011.
The European Parliament with the study aims at a clear assessment of the possibilities of investigative reporting in uncovering fraud and waste of EU funds within European Union member states.
The study
The study will depict examples of investigative journalism that have addressed cases of fraud with EU funds within several Member States (MSs) or within EU institutions, international organizations or NGOs.
The second stage of the study will highlight the conditions promoting good investigative journalism, but also expose possible impediments.
The third stage of the study will try to assess the vividness of investigative journalism in the different EU Member States, notably in view of its addressing of possible fraud and mismanagement of EU funds (in the same MS or in other EU MSs).
The last section will make recommendations on how deterrence of fraud with EU-Funds through investigative journalism could be improved.
